Pradhan Mantri Matsya Sampada Yojana (PMMSY) enters its 4th year of implementation

Key Points On Pradhan Mantri Matsya Sampada Yojana

  • As Pradhan Mantri Matsya Sampada Yojana enters its fourth year of implementation, the Department plans to expedite the pace of implementation.
  • For this, the Department has planned to conduct States/UTs’ review meetings
  • The discussion in review meeting focusses around State Annual Action Plan 2023-24, utilisation of central funds, release of State share, implementation strategy for categorised projects from 1st July 2023 to 31st March 2024.
  • The first review meeting recently took place in the Northeastern Region (NER) of India.

Pradhan Mantri Matsya Sampada Yojana

  • It aims to bring about the Blue Revolution through sustainable and responsible development of the fisheries sector in India.

  • PMMSY was introduced as part of the ‘Atma Nirbhar Bharat’ package with an investment of Rs. 20,050 crores, the highest-ever investment in this sector.

  • The scheme is being implemented in all States and UTs for a period of 5 years from FY 2020-21 to FY 2024-25.

  • In order to facilitate access to institutional credit, fishermen are provided with insurance coverage, financial assistance and a facility of Kisan Credit Card (KCC) as well.

Aim Of Pradhan Mantri Matsya Sampada Yojana

  • It aims at enhancing fish production by an additional 70 lakh tonnes and increasing fisheries export earnings to Rs 1 lakh crore by 2024-25.
  • Thus it aims doubling of incomes of fishers and fish farmers, reducing post-harvest losses from 20-25% to about 10% and generation of gainful employment opportunities in the sector.

  • To address critical gaps in fish production and productivity; quality, technology, post-harvest infrastructure and management, modernisation and strengthening of value chain, traceability, establishing a robust fisheries management framework and fishers’ welfare;
  • Harnessing of fisheries potential in a sustainable, responsible, inclusive and equitable manner;
  • Enhancing contribution to Agriculture GVA and exports;
  • Social, physical and economic security for fishers and fish farmers;
  • Robust fisheries management and regulatory framework

Implementation Of Pradhan Mantri Matsya Sampada Yojana

It is implemented as an umbrella scheme with two separate components namely:

Central Sector Scheme (CS)

  • The entire project/unit cost will be borne by the Central government (i.e. 100% central funding).
  • Wherever direct beneficiary oriented i.e. individual/group activities are undertaken by the entities of central government including National Fisheries Development Board (NFDB), the central assistance will be up to 40% of the unit/project cost for General category and 60% for SC/ST/Women category

Centrally Sponsored Scheme (CSS)

  • All the sub-components/activities will be implemented by the States/UTs, and the cost will be shared between the Centre and State. 

Challenges

The fisheries sector faces a lack of adequate infrastructure and technology for fish production, processing, storage, transportation and marketing. 

Lack of skilled and trained manpower and extension services for fish farmers and fishermen affects the adoption of best practices, innovations and standards in the sector. 

Inadequate access to timely credit and insurance for fish farmers and fishermen exposes them to various risks and vulnerabilities such as natural disasters, diseases, market fluctuations, etc.  

The fisheries sector faces a lack of awareness and compliance with the regulatory and legal framework for fisheries management such as fishing rights, licenses, quotas, conservation measures, quality control, traceability, etc. This affects the sustainability and competitiveness of the sector.

Status Of Pradhan Mantri Matsya Sampada Yojana

  • Pradhan Mantri Matsya Sampada Yojana (PMMSY) (2020-21 to 2024-25) was launched at an investment of Rs. 20,050 crore
  • Till date, under PMMSY, projects worth Rs 14,654.67 crore have been approved from 2020-21 to 2022-23.
  • Nearly 73% of the envisaged investment has been achieved so far. Similarly, against the total outlay of central share of Rs 9,407 crore, central share of Rs 6,140.82 crore has been approved from 2020-21 to 2022-23.
