Key Highlights of Mission Karmayogi
- He also introduced three new features on the iGOT Karmayogi platform that include My iGOT, Blended Programs and Curated Programs.
- My iGOT delivers targeted training courses on the home page of individual officers, addressing their unique capacity-building needs as identified in the Capacity-Building Plan for their Ministries/Departments.
- Blended Programs Facilitates equitable access to training methodologies across all levels, meeting dynamic training needs.
- Curated Programs is designed to cater to diverse learning needs of Ministries/Departments and Training Institutions.
- 12 domain-specific capacity-building e-learning courses have been developed in a span of two months as part of Annual Capacity Building Plan (ACBP) of the DOPT by Karmayogi Digital Learning Lab (KDLL) of DoPT.
- The minister also launched a new blended learning programme named VIKAS (Variable & Immersive Karmayogi Advanced Support)
- VIKAS is a new blended learning programme meant for the capacity building of Middle management civil servants in Central Secretariat.
What is Mission Karmayogi?
- Mission Karmayogi is a national programme that is centered around building civil services capacity.
- The vision behind the programme is to address the changing needs and aspirations of the citizen.
- An apex body, headed by the Prime Minister, anchors the programme.
- It was launched in 2020
- Mission Karmayogi is also known as National Programme for Civil Services Capacity Building (NPCSCB)
Objectives of Mission Karmayogi
- It is aimed at building a future-ready civil service with the right attitude, skills and knowledge, aligned to the vision of New India.
- It aims to prepare Indian civil servants for the future by making them more creative, constructive, imaginative, proactive, innovative, progressive, professional, energetic, transparent, and technology-enabled.
- Comprehensive reform of the capacity building apparatus at the individual, institutional and process levels for efficient public service delivery.
Features of Mission Karmayogi
- Under this mission, the government will be providing mid-career training to civil servants.
- The training which was earlier available for only All India Services will now be compulsory for all officers at all levels
- To cover around 46 lakh central employees, a sum of Rs 510.86 crore will be spent over a period of 5 years from 2020-21 to 2024-25.
- The expenditure is partly funded by multilateral assistance to the tune of $50 million.

- Institutional Framework
- Competency Framework
- Digital Learning Framework
- The electrical Human Resource Management System
- The Monitoring and Evaluation Framework
Benefits of Mission Karmayogi
- Rule Based to Role Based: The programme will support a transition from rules-based to roles-based HR management, so that work allocations can be done by matching an official’s competencies to the requirements of the post.
- Domain Training: Apart from domain knowledge training, the scheme will focus on functional and behavioural competencies also.
- It will provide an opportunity for civil servants to continuously build and strengthen their Behavioral, Functional and Domain Competencies in their self-driven and mandated learning paths.
- Uniform Training Standard: It will harmonise training standards across the country, so that there is a common understanding of India’s aspirations and development goals.
- Vision For New India: Mission Karmayogi is aimed at building a future-ready civil service with the right attitude, skills and knowledge, aligned to the vision of New India.
- On Site Learning: It will emphasize on ‘on-site learning’ to complement the ‘off-site’ learning.
- Adoption Of Best Practices: It will encourage and partner with the best-in-class learning content creators including public training institutions, universities, start-tips and individual experts
